The Lockheed D-21 is an unmanned, ramjet-powered reconnaissance drone built by Lockheed's Skunk Works for the Central Intelligence Agency and the U.S. Air Force. It was designed to cruise above Mach 3 at around 95,000 feet along a course programmed before launch, eject a hatch containing its camera and film for recovery in mid-air, and then destroy itself. Thirty-eight were built. Four flew operational missions over China's Lop Nur nuclear test site between November 1969 and March 1971 under the code name Senior Bowl, none of which produced usable imagery, and the programme was cancelled on 23 July 1971. [3] [2]

Origins & Concept

Development began in October 1962, when the CIA and the Air Force asked Lockheed to study a high-speed, high-altitude drone. Kelly Johnson set the targets at Mach 3.3 to 3.5, an operating altitude of 87,000 to 95,000 feet and a range of 3,000 nautical miles. A full-scale mockup of the aircraft, then designated Q-12, was finished on 7 December 1962, and Lockheed received a development contract in March 1963. [3] [2]

The project was code-named Tagboard in late 1963, at which point the Q-12 became the D-21 and the A-12 chosen to carry it became the M-21 - D for daughter, M for mother. The airframe reused the A-12's titanium construction and its radar cross-section shaping, but nothing else about the aircraft was reusable: it was a one-way vehicle from the outset, with no intention of ever recovering the airframe. Reported funding ran to $8 million in fiscal 1963 and $60 million in fiscal 1964. [3] [4]

Propulsion, Guidance & the One-Way Payload

The D-21 flew on a single Marquardt RJ43-MA-11 ramjet burning JP-7, the same fuel as the A-12, and a member of the same RJ43 family used in the CIM-10 Bomarc surface-to-air missile. A ramjet has no compressor and produces no thrust at rest, which dictated the whole shape of the programme: the drone had to be carried to supersonic speed before its engine would light, first by a Mach 3 mothership and later by a rocket booster. Despite being described in later Air Force material as a remotely piloted aircraft, the D-21 had no control link. An inertial navigator and a mechanical computer flew a route preset with up to 32 destinations, and photographic resolution was on the order of 1.5 to 2 feet. At the end of the run the drone ejected a 425 lb hatch carrying the camera and its exposed film; the hatch descended by parachute to be snagged in mid-air by a JC-130 Hercules using the system already developed for catching satellite film capsules, or failing that to be fished out of the sea. The drone then self-destructed. [4] [6] [3]

Tagboard and the M-21

Two A-12s, 60-6940 and 60-6941, were converted into M-21 motherships with a pylon on the centreline between the vertical stabilisers and a second cockpit for a launch control officer. Captive-carry flights began on 22 December 1964, and the first free flight came on 5 March 1966, when the drone separated successfully but lingered near the mothership's tail. On 27 April 1966 a D-21 reached 90,000 feet and better than Mach 3.3 before a hydraulic pump failure ended the flight after more than 1,200 nautical miles, and on 16 June it flew a 1,550-nautical-mile profile but an electronics fault stopped the camera hatch ejecting. The fourth launch, on 30 July 1966, was flown straight and level at 1g rather than from the pushover used on the earlier releases. The drone met the mothership's shock wave, bounced, rolled 45 degrees to port and struck 60-6941 at the wing root, cutting the aircraft in two. Pilot Bill Park and launch control officer Ray Torick ejected over the Pacific; Torick drowned when his pressure suit filled with water, after which a Baylor bar was added to pressure-suit helmets to stop visors opening during ejection. Kelly Johnson cancelled M-21 launches immediately. The surviving mothership, 60-6940, is now at the Museum of Flight in Seattle with a D-21 still on its pylon. [7] [3] [8]

Senior Bowl and the Booster

Johnson's answer was to drop the drone subsonically from a B-52H and light the ramjet with a rocket. The resulting D-21B gained a strengthened structure, a vertical stabiliser 20 percent larger and attachment points for a solid-propellant booster 44 feet 4 inches long and weighing 13,286 pounds, which delivered 27,300 pounds of thrust for 87 seconds before falling away. Two B-52Hs, 60-0036 and 61-0021, were modified to carry the drones on underwing pylons, and the 4200th Support Squadron at Beale AFB, California ran the operation. [3] [9]

The new configuration took nearly two years to make work. On the first attempt, on 28 September 1967, a stripped nut let the drone fall off the pylon before the launch point, and failures continued through January 1968; the first fully successful flight came on 16 June 1968. Test launches between September 1967 and July 1969 consumed twelve airframes. They also produced the programme's best numbers: article 519 reached 96,588 feet and article 521 recorded Mach 3.32. Four Missions Over China

The first operational mission flew on 9 November 1969. Article 517 reached Lop Nur but then continued straight on instead of turning for the recovery area, and disappeared. Its fate stayed unknown until February 1986, when a CIA officer returned a panel from it to Ben Rich, having been given the panel by a KGB agent: the drone had self-destructed over Siberia and the Soviets had recovered the wreckage. The Tupolev bureau was instructed to rebuild it in Soviet materials as the Voron, which was never constructed. [3] [11]

The remaining three missions all reached their target area and all lost their film. On 16 December 1970 the drone flew to Lop Nur and back, but a partial parachute failure lost the hatch at sea. On 4 March 1971 the hatch ejected and the parachute deployed, the JC-130 missed the catch, and the destroyer sent to pick the hatch out of the water ran it down and sank it. On 20 March 1971 the last drone was lost over Yunnan province; local authorities found the wreck, which eventually reached the China Aviation Museum in Beijing and was moved from its storage yard into the exhibition area in 2010. Two of the four missions were flown successfully by the drone itself, and in neither case did the intelligence come home. [3] [2]

Cancellation & Legacy

The programme was cancelled on 23 July 1971 for three reasons at once: the poor success rate, a new generation of photographic reconnaissance satellites, and President Nixon's opening to China, which removed the political appetite for overflying it at all. National Reconnaissance Office director John McLucas argued that there was no longer any area of strategic significance where the United States was willing to fly manned overflights of denied territory, and that satellites were the better investment. Of the 38 airframes built, 21 were expended in launches. The remaining 17 went to Norton AFB and then to the Davis-Monthan boneyard in 1976-77 as GTD-21Bs, where six were finally scrapped in 2013 and the rest were released to museums. What the programme proved was narrow but real: a Mach 3, air-launched unmanned aircraft could be built and flown a long way on a preset course, and articles 519 and 521 flew higher and faster than almost anything else of their era. What it never solved was the last link in the chain - getting the film back - and that is the part the reconnaissance satellite made irrelevant. [3] [10] [12]

Six were built to this standard. Four were launched between March and July 1966, and the fourth destroyed its mothership on separation, ending the M-21 phase of the programme.
D-21BThe B-52-launched rebuild, with a vertical stabiliser 20 percent larger, a strengthened structure and attachment points for a 13,286 lb solid rocket booster that accelerated the drone from a subsonic drop to ramjet speed. Thirty-four were built or converted from D-21 airframes, and every operational mission over China was flown by this variant.
GTD-21BNot a new build but the designation applied to the airframes that survived cancellation, 'GT' standing for ground training. The seventeen unexpended drones moved from Norton AFB to the Davis-Monthan boneyard in 1976-77 under this designation, and almost every D-21 displayed in a museum today is a GTD-21B released from that storage.

Twenty-one of the 38 drones built were expended in launches. The 17 survivors went into storage as GTD-21Bs, six were scrapped at Davis-Monthan in 2013, and the rest are museum exhibits - including the only surviving M-21 mothership with a drone still on its pylon, and the wreck China recovered from the final mission.
